Development Services Division

The Development Services Division is comprised of knowledgable staff that guide clients one-on-one through the development incentive process. This Division's staff is dedicated to the following statutory agencies: Chapter 353, DESA, LCRA, PIEA, Port Authority, TIF. The Division's staff also provides additional support in these areas:

  • Educates the community about available resources
  • Helps neighborhoods identify appropriate strategies for improvement
  • Identifies potential financial and organizational resources
  • Assists with revitalization of neighborhoods and business districts
  • Partners with community organizations, local businesses and government leaders to improve quality of life

  • Determining program eligibility for incentive programs
  • Evaluating projects to determine level of financial assistance needed to make the project feasible
  • Guiding preparation of applications for statutory programs

Incentive Analyses

Development Services Division evaluates a project's financial feasibility by analyzing the project proforma and project budget utilizing financial models and conducting cost benefit analysis.
